PSYCHIATRISTS
DR. ALBERT MA
BOARD CERTIFIED CHILD, ADOLESCENT, AND ADULT PSYCHIATRIST
Dr. Ma was born and raised in China and grew up in Chicago. He is fluent in Mandarin and English. He received his Medical Doctorate and his psychiatry training from the University of Illinois, and he completed his child psychiatry fellowship at Rush in Chicago. He has been working in Bakersfield for the past 15+ years in both teaching and clinical work. He works with patients aged six months and up through both telehealth and in-person sessions.

He has served as an academic faculty member at many prestigious institutions, including UCLA and UCSD. He has been directly involved in developing three psychiatric training programs in the Central Valley. He is currently a core faculty member at the Kaweah Delta Psychiatry Residency Program, and he holds multiple teaching positions at five other academic institutions. His greatest professional gratification is the privilege of working with many of his patients in the community for over a decade and a half.

He is a father of four and has been an active member of the Bakersfield community. He is an avid gamer and professional photographer.
DR. SETARE ESLAMI
BOARD CERTIFIED ADULT PSYCHIATRIST
Dr. Eslami was born in Mashhad, Iran, and completed her medical degree at Mashhad University of Medical Sciences. She is fluent in Farsi and English. After graduating from medical school in 2011, she practiced in various areas of medicine, such as family and emergency medicine.

Prior to residency, she managed a research project on novel dementia treatments at Stanford University. She then obtained her adult psychiatry residency in Visalia, California. Now, she is a faculty member at the Kaweah Health residency program and proudly serves the community of central California, focusing on women's and LGBTQ mental health. She works with patients aged 13 and up through telehealth sessions.

With a holistic approach to mental health, Dr. Eslami achieves healing by integrating innovative, evidence-based treatments with her strength in allopathic medicine.

DR. KINGWAI LUI
BOARD CERTIFIED CHILD, ADOLESCENT, AND ADULT PSYCHIATRIST
Dr. Lui was born and raised in Hong Kong and spent the majority of his childhood and early adult life in Southern California. He is fluent in Cantonese and English. He obtained his medical education at Western University of Health Services in Pomona, California. He completed his psychiatry residency at Kaweah Delta and his child psychiatry fellowship at the University of Arizona. Dr. Lui decided to return to central California to serve the population where mental health providers are scarce. He works with patients aged three and up through both telehealth and in-person sessions.

In addition to clinical practice, Dr. Lui finds joy in education. He currently serves as a faculty member at the Kaweah Delta Psychiatry residency program and will serve as the assistant program director for an upcoming child and adolescent psychiatry fellowship.
​
Dr. Lui is a child at heart who enjoys video games and Marvel comics. He is passionate about physical activities such as weightlifting, basketball, snowboarding, swimming, and hiking. But his favorite activity of all is, of course, eating!​​
DR. KRISTINE HWANG
Dr. Hwang was born and raised in the Philippines and is fluent in both Filipino and English. After completing her medical degree at the University of the East Ramon Magsaysay Memorial Medical Center, she obtained her adult psychiatry residency at Kaweah Healthcare District Hospital and later on pursued further training for a fellowship in child and adolescent psychiatry. She works with patients aged three and up through both telehealth and in-person sessions. As a dedicated mother to her two boys and two dogs, she brings the same empathy and understanding to her practice.

Driven by her commitment to her family and community, Dr. Hwang has decided to stay in the Central Valley to share her knowledge about mental health. She has a special interest in serving the deaf and hard-of-hearing community, as well as women of all ages.
​
When she's not with her patients, you will find her cooking her favorite food, filling her Disney fix, or delving into obscure anime.
